Supporting Maintenance windows for heartbeats

Heartbeats sometimes required a maintenance window such as checks.
When the heartbeat relay on 3rd party actions (like Github).

In my case the heartbeats gets ping when a specific job runs on Github actions that have maintenance window of there own. when the job will not run, the heartbeat will fail.

    We recently revamped Maintenance Windows which now support silencing alerts inc. Heartbeat monitor ones.
